Parking Strategy
Overview
The Township of Langley is conducting a Parking Strategy study aimed at updating off-street parking regulations and developing on-street parking management strategies. This study will equip the Township with the necessary policy tools to address concerns related to on-street and on-site parking by establishing current parking conditions, reviewing best practices, projecting future demands, and identifying parking management requirements.
The comprehensive process will result in updated and modernized bylaws and policies that ensure appropriate and desirable parking conditions are incorporated into future land development. Additionally, it will facilitate the development of a new on-street parking management strategy, designed to guide decision-making and implementation of on-street parking in a cost-effective and equitable manner. This includes considerations for parking regulation changes, accommodation of accessible parking, commercial and passenger loading zones, electric vehicle (EV) charging stations, and bicycle parking facilities.
Background
The Township is experiencing rapid growth and is among the fastest growing municipalities in Metro Vancouver. This growth is characterized by significant increases in both commercial spaces and residential units across urban areas, increasing pressure on parking. The Township has previously conducted reviews of off-street parking requirements and on-street parking management strategies within specific neighbourhoods or areas. However, a comprehensive municipal-level strategy was identified as a need to align with established policies regarding built form, multi-modal transportation, parking management, and to proactively address existing parking challenges.
The significant growth in the Township has altered the demand for curbside space and mode shift behaviours among residents and commuters. This situation presents an opportunity for the Township to reassess its parking supply, management, and regulation practices. Parking profoundly influences the community in terms of development feasibility, building form, travel behaviour, personal well-being, and environmental sustainability. Updated parking strategies, policies, regulations, and management approaches can better align with the Township's goals and values, enabling a structured approach that offers greater certainty and confidence to residents, developers, business owners, staff, and Council
Timeline
This project is being undertaken from Winter 2024 through summer 2025, supported by public engagement.
